प्रोन्नति में आरक्षण की न्यायनिर्णय अधीन/चालित यात्रा ********************************************** आरक्षण भारतीय राजव्यवस्था में दशकों से एक Vexed Issue रहा है. कभी नियुक्ति के मामले में तो कभी प्रोन्नति के मामले में.   पहले की बात है जब मैं सेवा में नया-नया आया था तो मेरे एक एसडीओ साहब जो सेवा में मुझसे काफी सिनियर थे; अक्सर कहते थे-प्रभाकर! Appointment and Promotions have never been an easy go affair.It has always been a complex issue and also vexed one. *********************************************** Normally I don't watch TV. The reason is-It fails to attract me.But this non-attraction of mine comes no way in the way of the members of my family. My wife has a special liking for me sitting in the morning to have tea with her. She prepares tea herself to the best of her choice with great enthusiasm. While the tea session continues she doesn't forget to ask at least twice as to how good the tea was or otherwise. But she is honest enough to admit herself if such making ,upon taste, is found to be mawkish. But the only condition is that I am not supposed to disclose it whenever it's so without her return remark that in fact the tea so prepared is good enough and not bad from any respect.She goes on to explain that it was purposely made with less of sugar or milk or not properly boiled only because of her concern for my health with a reminder that I am diabetic. If, out of ignorance, I protest I earn the displeasure in terms of a further remark that I lack qualities of a connoisseur.            Our democracy is the largest in the world. The Large number of electorate has helped it earn this distinction.   * * So point number 1-it's fully democratic as far as the number of electorates is any criteria for measurement. Unlike many parts of the world where power transfer is accompanied with great violence; in our country the changeover is peaceful, giving full honour to the people's wishes reflected at the polls.   * *So point no.2- There is no transitional unrest or upheaval to say the least. Where to start with the topic so thrown upon is a question of import. But that doesn't mean that it's not worth attempting. The topic required to be elaborated is not to be found in a book to provide help if any.But that is the beauty associated with the examinations that civil services happen to be. Coming back to the topic,it can't be gainsaid that it requires a lot of reflections before we become able to write something apropos of it. Topic enjoins us to write about the very research. So one could attribute the topic to meta research which involves researching the aspects of research to find its very nature and purpose. What actually is the research? Is it not searching for knowledge(!) that could be the solution of the problem faced in the present or stored in the future? On one occasion I was asked by my daughter as to who,at present,according to me, is the best leader in our state/ country.   I wanted to divert the discussion for reasons of my reluctance to open my mind on the issue. Upon being insisted I had to give in to her recalcitrance. In fact I hesitated slightly to answer. But then I asked her-Sorry,in the present I can't tell you a single person to be called the best leader. It is for the simple reason that no one could be the best unless you are passionately prejudicial to a particular leadership qualities which are innumerable. So before I answer your question which I undoubtedly hold difficult to answer,you just first tell me which qualities according to you should a leader inevitably possess.            Today is a holiday.The day came after a rigorous 5 days' work in the office. Understandably,I didn't want to pass it in a hectic way. So as a matter of my favourite choice I took to sleeping to pass the day in the most unnoticeable way at the cost of what would have come to me by moving outside for a stroll. After all, economics comes into picture even in things which are not related to economics. I remember that Samuelson has said- economics is all about how best to employ one's resources to alternative use to produce a thing of economic worth for present or future. Unlike many, sleeping happens to be my favourite pastime.The importance of sleeping is best understood when it eludes you and you chase it unsuccessfully to pass a sleepless night.                     My daughter has to attend to her classes commencing from 9 am and I,too, have to be in my office at around 9.30. Therefore,with the dawn of the day, I and my daughter compete with one another in one's own way for being ready to leave home. But the noticeable difference for me is that she leaves her bed quite late to be ready earlier while I wake up earlier to "become" ready often late. Perhaps I fritter away time by way of roaming inside my three BHK aimlessly or looking at the newspaper which is a great time consuming avocation for me to find out therein what happened where. Despite my repeated reminders she has not improved her habit of rising late as I have not improved my habit of wasting time by way of being indecisive on matters that matter for me. आज संसार में प्रत्येक वस्तु के मूल्य का निर्धारण उसके कीमत से होता है न कि कीमत उस वस्तु के मूल्य से तय होती है. हम इतने मूढ़ हो चले हैं कि जो अमूल्य है उसकी भी कीमत लगाने से बाज नहीं आते. संक्षेप में हर चीज के गर्दन में एक प्राइस टैग लगा है.  व्यक्ति स्वयं को जितना ही rational समझता जाता है उसमें दुनियादारी की समझ बढ़ती जाती है; मन में श्रद्धा-विश्वास के भाव का क्षरण होता जाता है; जीवन के प्रत्येक संव्यवहार में उसकी बुद्धि नफा-नुकसान की गणना से ग्रस्त रहती है. स्वयं को श्रेष्ठ समझने के साथ-साथ वह हर उस व्यक्ति को दया का पात्र समझता है जो भगवान के प्रीत्यर्थ भजन भाव रखता हो.    खैर विषयांतर होने से पहले मैं यह क्यों लिख रहा हूं उसके बारे में बताना चाहता हूं कि एक कथा है जिसे किसी विरक्त संत ने भाईजी श्रीहनुमानप्रसादजीपोद्दार(कल्याण पत्रिका के आदि संपादक) को सुनाई थी.        यह कथा कल्याण पत्रिका में प्रकाशित है. इस कथा में वर्णित है कि कैसे किसी जीवात्मा ने 'राम' नाम का मूल्य जानने की चेष्टा की थी जिसे उस जीव ने अपने सांसारिक जीवन में मात्र एक बार परव...

एक पुरानी कहानी है. इसे मैंने Like the flowing river नामक पुस्तक में   पढ़ी है. किताब Paulo Coelho ने लिखी है. ब्राजील मूल के बहुत ही प्रसिद्ध लेखक हैं. ये अपनी रचना The Alchemist के लिए काफी मशहूर हुए.  Like the flowing river किताब है तो यह मूलतः उनके यात्रा संस्मरणों का पुलिंदा किंतु इस मामले में जरा अलग है कि यह लेखक के reflective mood और content से पाठक को सिर्फ परिचित हीं नहीं कराता प्रभावित भी करता है. उनकी कोई भी किताब कम से कम जब तक हाथ में है लेखक से बेहतरीन ढंग से connect कर देती है. लेखक जो extraordinary होते हैं उनकी ये खूबी होती है. फिर Paulo Coelho तो जिनियस है हीं; इसे वे अपने बारे में इस किताब के preface में ही घुमा फिरा कर कह दे रहे हैं.          बहरहाल Paulo Coelho अपनी उस किताब में लिखते हैं कि उन्हें भी ये कहानी किसी ने उनके बंगाल भ्रमण के दौरान हीं सुनायी थी जिसे उन्होंने अपने इस पुस्तक में शामिल कर लिया. क्यों शामिल किया? नहीं पता.                      किंतु मैं इस कहानी ...

 पुरूषोत्तम श्रीराम रावण से युद्ध किये जा रहे थे.रावण पर निरंतर बाणवर्षा से भी उसका कुछ विशेष बिगड़ नहीं पा रहा था. एक से एक कालसदृश बाण को रावण या तो अपने पराक्रम से शिथिल किये दे रहा था या फिर प्रतिकारक अस्त्र से उसे निस्तेज कर देता.  श्रीराम महामुनि विश्वामित्र के संरक्षण में सीखे प्रत्येक युद्धास्त्र का क्रम से रावण पर प्रयोग किये जा रहे थे और रावण था कि उन सभी बाणो को अपने बज्रसदृश उरपटल पर बिना किसी विशेष श्रम के सहन कर ले रहा था. यहां तक कि जब श्रीराम ने उसके सिर को धर से अलग कर दिया तब भी उसके शरीर से नये-नये सिर निकल कर उसे पूर्व की भांति अट्टहास करने में सक्षम बना देते और वह श्रीराम पर जोर-जोर से हंसता. रणक्षेत्र में राक्षसेंद्र की जिगीषा देखते ही बनती थी. वह भी तब जब वह अपने भाई कुम्भकर्ण और प्रियपुत्र बारिदनाद को खो चुका था और राक्षस पक्ष के वज्रदंष्ट्र,अकम्पन,प्रस्हस्त,महापार्श्व,देवान्तक,त्रिशिरा,निकुम्भ,अतिकाय,मकराक्ष सहित समस्त वीर पहले ही काल के ग्रास बन चुके थे.             सचमुच वह अत्यंत बलशाली था और विरंचि से वर पाकर घमंड...
