The  answer is not simple despite an array of arguments by a well informed/organised lobby composed of poltical and social activists and legal luminaries alike of higher order,often of national repute.  This lobby  working overtime for the liquidation of death penalty firmly believes, perhaps not without valid reasons, that taking away life as a measure of punishment is ipso facto error ridden. The abolitionists say that State's taking away of life as a measure of punishment is materially not very different from that having been taken away by the convict. Both take away the life in their own ways. Whereas the one(criminal-convict) takes away life  out of fit of rage or conspiracy the other(State) divests an accused of his life in a cold blooded way by a blood thirsty judges in the name of delivery of justice. R.R.Prabhakar  26 नवम्बर 1949 को भारत का संविधान लागू हुआ था।अभी दो साल पहले की बात है जब मौजूदा सरकार ने यह निर्णय लिया कि प्रत्येक वर्ष नवम्बर माह की 26 तारीख को समूचे देश मे संविधान दिवस के रूप में मनाया जाय। तभी से हमलोगों ने 26 नवम्बर को संविधान दिवस के रूप में मनाना शुरू किया है। पहले तो यह सिर्फ जनरल नालेज की किताबों मे सिमटा हुआ था जिससे सरोकार  कम्पीटीशन की तैयारी करने वाले छात्रों का ही मोटे तौर पर था। सरकार का यह कदम सराहनीय है। हममे से प्रत्येक का यह कर्तव्य है कि हम अपने शासन प्रणाली को जाने।इसके लिए संविधान एवं उसके विभिन्न पहलुओं की समझ को बढ़ाना न केवल नागरिक हित में है बल्कि राष्ट्रहित मे भी है।हमारा संविधान उस समय के योग्य से योग्यतम भारतीय प्रतिभा के संयुक्त एवं निष्ठापूर्ण प्रयास का प्रतिफल है।साथ हीं उनकी नीयत भी साफ थी।सभी का उद्देश्य एक था कि कैसे इस देश का पुनर्निर्माण हो जहां सभी को यह अहसास यथार्थ मे हो कि उसके हित की  अनदेखी कर यह निर्माण नहीं हो रहा है। इसलिए संविधान इस निर्माण की रुपरेखा तय करने वाला एक दस्तावेज बना जो देशवासी को वह सबकु...

Any  system howsoever designed with care and precision is not without imperfections. So is the system of governance in any state. It is understandable and naturally acceptable that delivery of services to the people by the officials in the district administration may not be up to the expectations of the general public for reasons more than one. In some cases inordinate delay in the discharge of responsibility of the officials towards redressing the genuine grievances of the public remains unheeded for long. This results in  panning of the system for justified reasons. Hence  the redressal of the public grievances is vital so that the confidence of the general public is not shaken as it is detrimental for both administration and the government. Therefore,  there exists a mechanism of grievance redressal in all the offices of the administration whether functioning under the central or the state governments. Power   is our  capacity to influence the behaviour of others. The bases of power are many. Some of these are mentioned as follows: Legal power- Rules and regulations providing power to the individual holding a position in the hierarchy. We obey our boss and superiors owing to this power exercised by them. We do not obey their commands if the same is not sanctioned by rules and regulations formed by a competent body. This explains why we need not obey the boss if his orders are of personal nature and character. Traditional Power- this power emanates from tradition.
