Budget 2019-20;No, it's Bahi-Khata
To many the Budget is development oriented while for others it is directionless. Some call it Policy Document or Vision Statement whereas others say it is disappointing.
Call it what you will, the fact is that it is simply an Annual Financial Statement of the Government. People of the country happen to know through this the priorities of the government. It provides clue with respect to the matter, issue and items the government intends to solve or strengthen by taking recourse to financial allocation. It goes without saying that money is the primary requirement for both sustenance or change.
This budget has belied expectations of sections like middle and service class people, students, professionals to mention a few. The Finance Minister should have also shown concern for such people who also voted this government to power.
5 trillion economy roadmap, clichés like nari to narayan, annadata to urjadata, Rs. 70000 capital infusion, 1.5 lakh additional tax deduction on interest for housing loans up to 45 lakhs, incentivising through tax reductions in purchase of electric vehicles are good and commendable but shortsrifting service class, lack of concern for building infrastructure for medical education is painful in the face of acute shortage of medical professionals.Only a month ago we helplessly witnessed hundreds of children dying out of illness called AES that overpowered not only the entire medicare system of the state but that of centre also. Similarly the callousness of the budget documents in respect of unemployment is frustrating. Nothing concrete is on the offer towards generation of employment save relief for start ups. No vision for retaining people in agriculture which is fast becoming a non profitable engagement.
It appears that ultimately the race of development will end up in privatization of all sectors of economy.
So the vision is to develop by way of raising money through---
*Disinvestment.(1.05 lakh crore rupees)
*Public Private Participation(PPP)-the Budget talks of raising 50 lakh crore for railways through the PPP.
*Boost FDI inflow in Aviation, Media and Insurance.
*Boosting credit flow through capitalization of public sector banks(70000 crore rupees)
Do you have any alternate vision? If yes, the same may be shared, only panning the government will not be suffice. The traditional view is to tread the path that subsidizes cost of consumption of the population numbering 1.3 billions heads minus those regarding whom it is arguably said that they became rich by exploiting the system.
My view is to restrain population at the earliest. First let us budget our population. It the best way of resource budgeting. Ultimately any budget should throw light on resource generation, management and their utilization. Human beings are resources only when the land is enough to support the population and when every hand is engaged in contributing the growth, otherwise it is a jobless growth as being said conveniently by opposition. Does this budget have anything on this count for it being a 5 trillion economy?
