As regards bureaucracy there are mainly three strands of thoughts or views. 1.First. One view holds that functionality of bureaucracy on the basis of laws,rules and regulations is its USP. It recognises neither charisma nor tradition. Rules and regulations is everything for the supporters of this view. This group is led by Max Weber who stressed indispensibilty of bureaucracy in modern society. Notwithstanding how big or small a decision may be; it is supposed to be taken solely on the basis of what rules and regulations (framed by the legitimate Power) say in respect of that. In other words, the subscribers of this view supposes bureaucracy value neutral and impartial to say the least. To them rules and regulations are the Guide- in- Chief. Implementation of/obeying any order in defiance of rules and regulations with a view to gain undue favour or avert displeasure of Boss or political masters proves painful subsequently and very often permanently.  2. आज मकर संक्रान्ति है.मिथिला क्षेत्र में इसे प्रायः तिल-संक्रान्ति भी कहा जाता है. आज यह परम्परा है कि नहीं निश्चय से नहीं कहा जा सकता किंतु मेरे बाल्यकाल के दिनों में मुझे याद है कि देव-पितर एवं भगवान भास्कर की पूजा के पश्चात मां अपने बच्चों को गुड़,तिल एवं अरवा चावल को मिलाकर उसे अपने बच्चों के नन्हे हाथों में देकर तीन बार पूछती थी कि तिल बहोगे न?तिल बहोगे न?तिल बहोगे न? बच्चे भी मीठे-मीठे गुड़ तिल पाने के लालच में जल्दी जल्दी हां-हां-हां में जवाब देते चले जाते थे.  इसका आशय मेरी समझ से यही है कि बेटा जब बड़ा होकर लायक बने तो वह अपने मां-बाप की समुचित देखभाल करेगा; इसी का वह अपने बालक बेटे को तिल चावल खिला कर वचन लेती थीं.  मेरी मां प्रायः बीमार हीं रहती थी. आज के दिन वह मेरे हाथों में तिल चावल देकर जब मुझसे ये बात पूछती थी तो पूछते-पूछते रोने लगती थी. मैं इसका कारण समझ नहीं पाता था कि गुड़-तिल-चावल मुझे देते समय मेरी मां रोने क्यों लगती है. भला इसमें रोने की क्या बात है! और इस पर मैं ज्यादा ध्यान भी नहीं देता था;ध्यान तो जल्दी जल्दी हां हां करते वो गुड़ मिश्रित तिल-चावल खाने...
